The Public Service Recruitment Secretariat (PSRS) is an independent Tanzanian government body responsible for managing and facilitating the transparent, equitable, and merit-based recruitment of employees across the entire public service. Established by the Public Service Act No. 8 of 2002 (as amended by Act No. 18 of 2007, section 29(1)), the PSRS’s mission is to ensure that all government ministries, independent departments, agencies, regional secretariats, and local government authorities acquire human resources with the relevant competencies needed to contribute to national growth. The Secretariat adheres strictly to principles of fairness, impartiality, transparency, and meritocracy to enhance public accountability and service quality. By centralizing and standardizing the recruitment process, the PSRS aims to improve the overall efficiency and effectiveness of the Tanzanian public service, moving towards a vision of being a center of excellence in public service recruitment within the region. The PSRS recruitment portal, often referred to as “Utumishi,” serves as the central hub for job seekers to find and apply for the latest government vacancies.
