Temeke Municipal Council (TMC), established on November 10, 1999, serves as a vital administrative and economic pillar of Dar es Salaam, Tanzania. Occupying approximately 240 square kilometers in the southern part of the region, the municipality is characterized by its strategic tropical coastline and a population of approximately 1.6 million residents. Administratively, the council is divided into two main divisions—Mbagala and Chang’ombe—encompassing 23 wards and 142 sub-wards (Mitaa). As of 2026, TMC operates under an ambitious 172bn/- budget for the 2025/26 financial year, a 10% increase aimed at bolstering social services and infrastructure. Economically, Temeke is the industrial heart of Dar es Salaam, hosting major manufacturing zones and the Dar es Salaam Port, which handles 90% of Tanzania’s cargo. Its infrastructure is a multimodal hub, integrated with the TAZARA and TRC railway lines, and major routes like Kilwa and Nelson Mandela Roads. The council’s current development agenda, as outlined in its strategic and investment plans, focuses on transforming into a “Mobile and Connected City” through projects such as the Mbagala bus terminal, multi-storey educational facilities, and new referral hospitals.
