The Office of the Treasury Registrar (OTR) is a statutory government body in Tanzania established as a “Corporation Sole” under the Treasury Registrar (Powers and Functions) Act, Cap 370. It serves as the legal custodian of all government investments, holding shares and interests in Public and Statutory Corporations (PSCs) as well as private entities in trust for the President. The primary mandate of the OTR involves four key roles: supervisory, custodianship, advisory, and privatization. As a supervisor, the office monitors the financial affairs of public entities to ensure operational excellence and commercial viability. It is tasked with reviewing the performance of PSCs and recommending strategic reforms, such as amalgamations or disestablishments, to improve efficiency and minimize unproductive expenditure. Additionally, the OTR sets financial targets and evaluates the effectiveness of Boards and Management within these corporations. Under current leadership, the OTR is undergoing significant reforms to transform state-owned enterprises into self-sustaining engines of growth. A new five year strategic plan aims to increase non-tax revenue and reduce public entities’ reliance on government subsidies. Key initiatives include the establishment of a Public Investment Fund and the launch of digital tools like the Public Investment Management Dashboard to provide real time monitoring of performance and accountability.
