The Zanzibar Revenue Authority (ZRA) is the government agency responsible for collecting and administering domestic taxes in Zanzibar. Established under the Zanzibar Revenue Authority Act No. 11 of 2019, ZRA replaced the former Zanzibar Revenue Board (ZRB) to modernize tax collection and enhance fiscal autonomy. The authority operates as a semi autonomous body under the Ministry of Finance and Planning, tasked with generating the internal revenue necessary to fund public services and infrastructure development across the archipelago.A primary function of ZRA is to administer various domestic taxes and duties within its jurisdiction. These include Value Added Tax (VAT) on local goods and services, income taxes, corporate taxes, stamp duties, and various excise duties. Beyond collection, the authority is heavily focused on tax compliance and education. By simplifying filing processes and implementing electronic management systems, ZRA aims to reduce tax evasion, expand the tax base, and create a more transparent, business-friendly environment for local entrepreneurs and foreign investors alike.ZRA operates in a unique fiscal environment alongside the Tanzania Revenue Authority (TRA). While TRA manages union matters such as customs duties and income tax on mainland-linked entities, ZRA retains exclusive control over non-union domestic taxes within Zanzibar. To maximize efficiency, ZRA has embraced digital transformation, introducing online portals for taxpayer registration, electronic filing, and mobile payment processing. These innovations minimize administrative bottlenecks and make compliance more accessible for the public.
